Accessible Toilets

So- I have a question. If there is no accessible toilet in a restaurant, how on Earth is a wheelchair user expected to go to the toilet?
Why can’t all public places follow the law and become accessible? Or by not becoming accessible, are they sending out a message- that they don’t want wheelchair users in the first place?
