Are Disability Related Halloween Costumes Offensive?

It’s Halloween and disability related costumes are doing the rounds. Is it offensive to dress up as a mental patient, Oscar Pistorius, or a blind stereotype?

personally i think its in very bad taste as is dressing up as bin Laden, hitler, ISIS person. among others, with everything else thats going on ,not just in the UK, (living under threat from ISIS plus the resemblance to hitlers carry on in Germany in the 1930s to 40s.)makes it pretty well a no no i would have thought. imagine someone with a dicky heart coming face to face with someone dressed in an ISIS costume? i would die of fright myself.
