Father Takes Son With Mental Age 5 To No 10 To Tell PM ‘If He Can Work, You Give Him A Job’

November 9, 2013

A defiant dad took an emotional stand yesterday over the Government’s “bullying” calls for his severely disabled son to prove he cannot work.

Bus driver Fred Hazle, 49, reached the end of his tether so took his blind lad James, 19, to Downing Street to tell David Cameron: “If my son can work, YOU give him a job.”

The father and son made the journey after receiving a barrage of demanding letters from the Jobcentre – including three in four days – as part of the Government’s “fit to work” scheme.

The letters threaten that James’s £71.95 a week in benefits will be stopped unless there is evidence that he cannot hold down a job.

James needs round-the-clock care and has the mental age of a five-year-old. He has severe learning difficulties, epilepsy and autism.

The demands about losing his benefits have been sent despite James’s doctor already telling officials the teenager can’t work and his condition will never improve.

Fred pleaded yesterday to see the Prime Minister or Work and Pensions Secretary Iain Duncan Smith.

But the battling dad was turned away.

He said: “If they say James can work, they can give him a job. Let’s see them take him on in one of their departments.

“I wanted them to see him and tell me he can work but they wouldn’t. He wasn’t born with a silver spoon in his mouth but it’s not about the money, we can take care of him.

“It’s the fact they are treating him like a second-class citizen because he is disabled.

“He got allowances and benefits when he was a kid but now he’s an adult they come on all threatening even though they’ve got the paperwork.

“It’s disgusting bullying and intimidation on someone who can’t defend himself. I’ve fought the system for my boy for 19 years and I’m not putting up with it any more

At the gates to Downing Street, Fred and James were informed they had to make an appointment and wait three months just to hand a letter in.

They were told they could be arrested if they caused a nuisance.

They headed for Parliament. In its lobby, which is open to every citizen, Fred asked to speak to Mr Duncan Smith, but was told the minister would not see them as they are not his constituents.

The dad and son were then asked to leave.

Fred feels his lad is being victimised despite the family doing their best to ensure they jumped through the Government’s hoops.

As James neared the end of his education at a blind school in September, Fred and wife Jacqueline put all the paperwork in place for him to receive Employment Support Allowance when he finished.

To prove the teenager’s eligibility, his GP signed him off indefinitely from the fit to work programme.

In early July, the payments began but within a fortnight, letters began arriving on the family’s doormat in Dagenham, East London, saying the funding would be stopped if they did not provide further proof of James’s disability.

A flood of warnings then arrived on August 5, 8 and 9 from the Jobcentre Plus head office in Glasgow.

Despite numerous calls to the Jobcentre hotline explaining the situation, the letters kept coming.

Fred says that after yet another demand, he eventually took James – who was born without optic nerves – to their local Jobcentre to prove his point.

The woman behind the counter burst into tears when she saw James, said Fred.

The dad added: “The GP told the DWP that James’ condition will never get better. It will only get worse.

“The Jobcentre said they want more proof than that so I took him down there.

“The assistant was so shocked she cried. She rang head office to say there was no job he could do – only to be told she wasn’t medically qualified to make an assessment.

“The DWP haven’t sent anyone to see us or told James to go for an assessment anywhere. They’ve had no contact with the boy but they are constantly on at me and his mum. It keeps us up at night with worry.

“All they need to do is sit down with us and meet him. But they hide behind threatening letters instead.

“Then I go to see them and no one will come out. I’m willing to do what needs to be done. I’d get myself arrested just to be noticed but what good will that do my son?

“We don’t have a voice. No one in the Government cares about us little people.”

A DWP spokesman said nothing more could be done without more “evidence”.

The spokesman added: “We’re committed to helping people who are capable of work get off benefits and into paid employment, while giving unconditional support to those who need it.

“A decision on whether someone is well enough to work is taken after a thorough assessment and after consideration of all available supporting medical evidence.

“We’re still waiting for that in Mr Hazle’s case, but have extended the deadline for him to send us his form because of his condition.”

The DWP said the percentage of people with mental health conditions who go into the support group for ESA has more than tripled since 2010.

The numbers receiving ESA is at its highest level ever with 2.4 million claimants.

I could feel myself getting angrier and angrier as i read this I can hardly imagine how angry, hurt and exhausted James’s family must be.
I don’t understand (actually I do) the society we now live in. I see no hope for the future either.
This is all completely insupportable and I hope Jame’s Dad decides to make an appointment for a future date despite being turned away in the heat of the moment.

Agreed. My stomach is actually turning with frustration and anger at the continuous cruelty being dished out by the evil in power and I really don’t know how they can be allowed to continue. We should not have to wait until 2015. We don’t pay tax to line the pockets of murdering criminals, which is what this government are.

I completely agree with you. Our taxes should be for the benefit of the population of the country as a whole, not to be a drop in the ocean that is the wealth of those greedy Tories.

It’s a disgrace that today, in Britain, there is no compassion, only bullying and discrimination. If you weren’t born rich and healthy then you deserve to be punished. I can’t imagine why this government ever got elected and I just hope that the memories of the electorate are VERY VERY long and the self-serving b******s NEVER get elected again!! But it will still take a great deal of time to undo the damage and the hurt will never be undone.

Me too, Carole. The problem is the electorate have conveniently (for the ConDems) short memories. Add to this the fact that the media (especially the BBC who WE pay for) are ignoring stories like this and continue to spin the ‘undeserving scroungers’ message that the ‘government’ (****ing sick joke in itself) wants spread far and wide, the bigots and morons out there will only continue to believe the lies. This fascist-state scares me more each day.

Here here. The short-term memory of those blessed with a vote is shockingly short and their ability to consider the consequences of the outcome of their vote nonexistent.
You are quite right – it is becoming a fascist state! I’m frightened that by 2015 I wouldn’t be surprised if they had introduced laws to prevent the unemployed, the disabled and maybe others from voting at all. Something like “only tax-payers get a vote”. The callous and heartless way they are behaving is becoming more and more blatant – they have no shame.

Please do share this far and wide across social media. Any publicity has to help.

I read it in the Mirror and shared it here in the interests of publicising the case, as I have done with others in the past. It is one of those cases that could really use wide media coverage.

      Best wishes

    • November 10, 2013 11:13 pm

please Rachel….give this article all the publicity you can. It is an utter disgrace the way this family is being treated. For that Dad to be turned away at every point is shocking! There seems to be nobody prepared to listen. I’m heart-broken for them. We seem to have a very generous Government for loads of other countries but they refuse to look after their own! Sounds very, very close to a Dictatorship. Somebody has to help!

  6. November 9, 2013 11:11 am

I am disgusted reading this. How on earth the people who came up with these policies that in my mind are a step towards eugenics sleep at night is beyond me. James is clearly in need of help and compassion not red tape. There seems to be no hard & fast rules and decisions are made on a ad hoc basis depending on how many disabled have been thrown to the Dogs on any one day. This Government should never be allowed in power again.

its disgusting how can this government treat people this way,i`ve had many arguments with the d.w.p. i`ve paid into the system all the time i`ve worked, i did my back in at work and now have accute sciatica, i`ve provided sick notes from my doctor that i am unable to work, and yet the d.w.p have never paid me on time, i wish i was able to work as could tell them where to go, fortunantely i hope to get better and back to work,as i dont want to have to sign as sick as they indeed treat you like second class citizens, i feel for james its not his fault as he clearly has an affliction so how much evidence do they need, as his doctor has said he will never get better and be able to work, this government needs to wake up, and look after our own first before they send any money to countries that never help us out, i wont be voting for them for sure.

David, I have Spinal Stenosis, my Patellas on my knees are degenerated, I have had Cancer twice and have dysexia too and am now 57 years old. I am fighting for the Support Group of ESA after having my money stopped in July. I like yourself worked all my life and have built myself up enough stamps for a state pension which I won’t receive until I am 66 years old now (thank you government). This government does not give a monkeys about any of us hard working citizens that paid into it whilst we worked to get some kind of benefits if anything happened to us. James cannot help it and it is not his fault like you have said and this continual harassment is disgusting to a vulnerable person. David Cameron and his cabinet are heartless and spineless. I won’t be voting for them for sure either. I will think very very carefully about who I vote for in the future too. I know I will never work because Spinal Stenosis is incurable and my surgeon says he cannot operate as does my Orthopaedic Surgeon for my knees.

This system is diplorable, discrimanatory and unjust.Even after a Gps support, the fact thiis family are having to parade their son around to prove his case is inhumane but believable…every week stories go unheard of innocent people falling through the net, failing to get the support they need from decreasing personal systems,Mental Health services, and benefit injustices causing a huge amount of stress and undue suffering and potential life threatening situations.I know personally of 2 situations where having been discharged from the mental health system without support, someone then ended up in prison having a psychotic episode, that they believed was drug related, it was not..The second culminated in a serious of events including an atos assessment, that led to the suicide of my beloved sister, who having had her self esteem knocked so low the week before by being refused voluntary work on the grounds of health and safety(she was epileptic)was then having to fight for her entitlement to benefits, it became to much for her…It is our duty as human beings to protect the vulnerable including elderly, disabled and those whose voices cannot be heard. With winter approaching, the rising cost of living and increased pressure of vulnerable individuals, we must highlight these and injustices, fight for entitlements , support each other and prevent any more undue suffering…

Because they are goverment there is no accountability and they have the right to bully and intimidate anyone to get their budgets down regardless of who they hurt and especially if your a british citizen its okay. Someone needs to be held accountable for the persecution of their own people to cover their inadequate handling of the many taxes we are all expected to pay. Maybe if they cut their own budgets and all of the money they so generously give themselves the deficit would not be so high. They could also look at all of the money that gets sent abroad and entitles other countries to make rules and decisions and ultimately cost us millions while it costs them nothing and allowing people to abuse the system while they bully the deserving and take even more from the needy. They need to step and protect the deserving and stop what they say is illegal except in their instance. Keep hitting the poor and needy and make sure the wealthy are okay not exactly my idea of a democratic society and working for the people what country is this we live in? To think we pay these peoples wages food for thought.

“A decision on whether someone is well enough to work is taken after a thorough assessment and after consideration of all available supporting medical evidence. We’re still waiting for that in Mr Hazle’s case”

But the DWP already has all the evidence they asked for! Medical assessment, assessment from the Job Centre…

“The demands about losing his benefits have been sent despite James’s doctor already telling officials the teenager can’t work and his condition will never improve.”
“To prove the teenager’s eligibility, his GP signed him off indefinitely from the fit to work programme.”
“[The Job Centre assistant] rang head office to say there was no job he could do – only to be told she wasn’t medically qualified to make an assessment. The DWP haven’t sent anyone to see us or told James to go for an assessment anywhere. They’ve had no contact with the boy but they are constantly on at me and his mum”
“Then I go to see them and no one will come out.”

What more do they want from this family?? What other evidence are they supposed to provide? They do everything they’re asked to and still the DWP denies having received any evidence. It even looks like they purposefully refuse to even have a look at the evidence!

This makes no sense whatsoever, they have no reason and no right to harass these people and discriminate against them like this. It’s just institutional bullying, pure and simple.

I am not in the least surprised, the Nasty Party when taken as a whole have effectively weaponised the welfare system against the least able to strike back. One could argue it is a form of state sponsored terrorism which if one has any sense would plainly see that it really is. Until someone or something becomes a credible threat to the Tories then they will not listen. It appears that force is the only language they will understand sadly. How we become a credible threat to them i really do not know but one cannot rule out entirely direct action if necessary.

They follow the law and spend millions implementing a system that does not work then penalize the people who really need the help, a vote of no confidence needs to be implemented and sooner rather than later that would make them take notice. A truly shocking story, but what a brilliant dad, well done for taking a stand against govt. bullying. This country is controlled by criminal politicians. They are low empathy individuals who cannot relate to ordinary people. The likes of Cameron, Osborne and the vile IDS should be tried in the Hague for crimes against humanity. They are systematically destroying this country from within. The unemployed, sick and disabled are being deliberately attacked by our own govt. It’s not about saving money on welfare, it’s about making the most vulnerable people in society live in abject misery. Meanwhile, the rich get a nice tax break and corporation tax is lowered. Next it will be kids up chimneys or maybe the return of the workhouse. Why are we allowing this to happen? We need to unite and rise up against this tyranny. She was allowed to descibe her problems with her shoulders without demonstrating but they declined her offer to demonstrate the use of a keyboard or pen (she only has use of one arm). I do hope that there must be some organisation who are brave enough to bring this and other issues in the DWP to the attention of the people who employ them. US. Would love to see him signing on and lose his dignity.

Hang your head in shame David Cameron and remember your son Ivan who you seem to have forgotten. This government is beyond disgusting and it makes me ashamed that we no longer have marches and demonstrations, we let them get away with such legislation, the culture these day’s is everyone is a scrounger if they claim benefits for what ever reason, where has compassion gone !!!

I do not know the system he is fighting against, it may be good or bad, I do not know the front line worker he spoke of but she seems a very decent person. I do know the type of cowardly manager who denies a person the courtesy of seeing them face to face and who hides behind the front line workers, issuing commands without thought or concern except perhaps for
their own bonus for achieving their numbers.

this is sickening they ought to be ashamed of themselves, all they are interested in is robbing the poor to line their own pockets, I can fully understand how Fred feels, I have a genetic condition which is degenerative & causes problems with the collagen throughout my body & my joints to dislocate without warning I have problems with my feet, legs hips & back & can be totally layed up for months at a time, my condition also causes other problems like bowel troubles, my body does not absorb vitamin D naturally so i’m now having to go for tests to see if I have osteoporosis dispite all this Atos declared me fit for work after seeing me for less than 5 mins, my doctor has disagreed but the dwp wont listen dispite appeals & my doctor keeping me on the sick , they now have cut my ESA down to £40 a week, making it impossible for me to live on & putting me into debt, next I think they will take my Motability car if they do they might as well just put a gun to my head, I don’t have a life now just a meagre existence, they need to stop bullying the genuine people who need help & help them

And yet they where there poppy with pride’ absolutely hypocrisy from the government and if i may add from most mp’s and lords also for not stepping in to find out what the hells going on in where a man has to parade his disabled son to downing street only to turned away by the police

the only place in the world you would find that sort of stance are places like china and Burma

if i were the prime minister i would be horrified that this man even felt the need to come to number 10 with this type of problem

my god how uncivil can you get

please take Fred’s case to the european court of human rights, this must be breaking quite a few of them along with a few unconscionably immoral ones, there must be a lawyer out there who can vouch for the facts and publicly shame this sham of a bullying government, secondly, alert all the non tory newspapers out there and thirdly get a petition going on against these vile idiots. has forced the governments hands before because they can’t ignore a petition with 400,000 signatures

I have forwarded this case to Sir- Kurt Alleynes face book message account with links to see if he can help. thank you Nick. I can’t let this horrifying yet preventable event happen when we are supposed to be a civillised country. I would urge others to do the same just incase my lone message gets overlooked here is the link i forwarded

I don’t have Twitter Nick, my phone is 8 years old. I will email here if you know any more links, I’m asking a lot but you seem like a caring guy also. if you have any email links to people that can be of help I’ll message them till it makes a difference or I run out of important people i can find myself, if you can twitter Esther though as i have no means by which i can do so

      • November 11, 2013 10:54 pm

kurt allyne will be fine Gary it will be a long time before the general public know on what has gone on with the deaths of many sick and disabled

as a group they may never recover as virtually all who use a computer will have lost a friend and in some cases will have lost many on line friends to the welfare reform bill

to those like myself still alive there is guilt as to why i have been spared by the welfare system while some on line friends of mine haven’t made it ALL BAR ONE all having died through asthma/ pneumonia attacks while very ill brought on by stress from the DWP/ATOS

I know nick, it’s as if we are in a mini civil war with the tories, listening to other peoples hardships makes you reallise how hard cameron is hitting people and it hurts the most when the most vulnerable are picked on like this with such glee by a rotten bunch of barstards who know nothing of hardwork and suffering. it’s like being in the playground again, and cameron is the spiteful little coward picking on the weak

At the close of this post, which sadly is not a shock to me having seen what’s gone on under this awful government, it says that the number of people claiming ESA due to mental health issues has TRIPLED since 2010. Well done the coalition. Every day you stay in power is a knife in the heart of people like James, Fred and Jacqueline Hazle.

  51. November 11, 2013 4:28 pm

This is just a shocking case of the DWP using the rules as a battering ram. Unfortunately it is far from unique, and I’m sure I will be put through the same harassment shortly. I worked as a civil servant for over 27 years, following a diving accident which broke my neck and left me tetraplecic. Now I have retired on medical grounds and I am starting on this process, and I’m not looking forward to it at all.

Where is the dignity that should be paid to those of us who are disabled? In the end, that is all we truly ask, respect and dignity.

These parents should be given a medal for their endless care and compassion not treated with contempt and given the worry of defending their son’s miserly £71 benefits. This government truly are a nasty party.

Dr paul, look about 5 comments up from yours and see a facebook link for a Sir Kurt Alleyne, he is a spokesperson for the international court of human rights, look at my comment below and copy the link to the mirror page and message him with a link to what is happening to Fred Hazle and his son and a plea to look into human rights abuses, my one message alone might get overlooked and not reach him but if everybody here did we might just get through to him and he is in a better position than us to start the ball rolling against Iain duncan smith horrific reforms

As Work and Pensions Secretary, Iain Duncan Smith is answerable to us all, not just his constituents. He gets the ministerial salary, so he should take the responsibilities the position demands.
In addition, surely, this policy should be to Cameron what the Poll Tax was to Thatcher? Unfortunately, I can’t see any other party taking an opposite stance, despite them requiring our support at the next election.

I agree this is despicable. But I have to point out that who ever is at No. 10 they won’t just pop out to see anyone. I no longer live in the UK and from what I read and hear am thankful everyday I no longer have to put up with the bs

    • November 12, 2013 4:20 pm

that’s a very wise decision lesley to not live in the uk if only we were all like you we would all be much better off health wise

  55. November 14, 2013 5:40 am

Those with the power can turn the screw as tight as they need to keep there own pockets filled, they create and own the law also so ordinary folk do not have the time or tools to dig through the walls they keep putting up.. I’m sick to my stomach with the leadership shown, it’s time to let them know they are there to SERVE the people not for people to serve government , just think of all the souls who cannot even defend themselves , and now they make it illegal to be homeless, W T F ? . But they will now make special permission for this case wait and see just to show heartfelt compassion, and wave there magic wand to make trouble go away, and off we go again, ?
