Down’s Syndrome Campaigner Speaks At UN Conference
A Devon woman with Down’s syndrome has spoken at the United Nations about challenges for people with disabilities.
Emma Bishop, 44, was speaking as a self-advocate at the biggest meeting on disability in the world, in New York.
She gave two presentations to officials about what could be done to to improve inclusivity.
She said: “When I did my speech, I felt power building inside me like a volcano.
“I am so happy about reading my speeches and speaking up for people like me, who don’t have a voice.”
Ms Bishop spoke at the annual Conference of States Parties (COSP) to the Convention On The Rights Of Persons With Disabilities.
Her first presentation was about the need for everyday information to be made accessible for everyone.
Her second presentation was about voting, which she said “feels good inside and makes me happy about something I’ve done.”
The chair of the panel, Charlotte McClain-Nhlapo, a human rights lawyer from America, congratulated her for “knowing and using her power”.
Emma was asked to attend the conference by the Down’s Syndrome Association (DSA), as a member of their self-advocacy group ‘Our Voice’.
It is a team of people who have Down’s syndrome who meet with DSA staff each week to discuss various subjects.
Whilst at the conference, Emma also had a meeting with the Minister for Disabled People, Tom Pursglove, as well as networking with other self-advocates from across the globe.
Speaking on her return, she said it was an “amazing trip” and her first time in New York.
“It was fantastic and I am so happy about reading my two speeches and I am so proud of myself.”
The DSA, which accompanied Ms Bishop, said Down’s syndrome is a genetic condition caused by the presence of an extra chromosome, affecting around 40,000 people in the UK.

Actress Rose Ayling-Ellis is calling for sign language lessons to be made freely available to those who need them – such as the parents and guardians of deaf children. The current funding for sign language tuition has been described as inconsistent and insufficient.
“Being deaf is not something that you overcome, it’s something that you embrace,” says Rose Ayling-Ellis.
The 28-year-old Olivier-nominated star made history when she became the first deaf actress to play a regular character on EastEnders and won Strictly Come Dancing in 2021.
But as a British Sign Language (BSL) user, she says she cannot believe that some parents and guardians of deaf children have to pay for sign language tuition.
“It’s a shame that you have to pay to communicate with your own child,” she told the BBC.
British Sign Language is taught in levels – from one to six. Some basic or taster courses can be free, but the cost of accredited courses can vary from about £200 to £700, depending on the level and the provider.
Martin McLean, senior policy advisor at the National Deaf Children’s Society (NDCS), says funding earmarked by local authorities for BSL tuition is insufficient, “meaning that most parents wanting to learn BSL to any meaningful level will have to fork out hundreds, sometimes thousands, of pounds in tuition fees”.
He adds that the funding model is inconsistent – so while some local authorities provide funding, others don’t, leading to a “postcode lottery”.
“Amid the cost of living crisis, it is wrong that families may have to choose between learning a language that is vital for their children, or simply paying their electricity bill,” says Mr McLean.
Rose mostly lip-reads and uses her hearing aid, but she says she misses a lot of what is being said, so also uses a sign language interpreter on occasion.
Sign language is not just about the gestures made with your hands, it also involves facial expressions. It has its own grammar, vocabulary and regional variations.
After her appearance on Strictly, learning to sign became a real trend, Rose says, but this hasn’t always been the case.
When Rose was a child, her parents were discouraged from teaching her sign language – other family members had received advice from a professional who said it would stop her from learning to talk. But research has shown that rather than hinder speech development, sign language may actually encourage it.
Rose’s mother says she knew how important it was to communicate, and found the money for sign language tuition.
“As she learnt, she taught me,” says Rose. “I found talking difficult, so having some basic sign language really helped.”
More than 90% of deaf children are born to hearing parents, who are less likely to have experience of BSL. The British Deaf Association (BDA) says that language acquisition in the first five years of life is essential – and inadequate access to any form of language can lead to life-long consequences for a child’s cognitive development and wellbeing.
Katie Littlejohns, whose two-year-old son Alvie is deaf, set up a petition calling for the government to fund free BSL classes for all parents and guardians of deaf children.
She says she felt overwhelmed when she found out, when he was seven weeks old, that Alvie was deaf – as there was so much she had to learn.
“He was fitted with his hearing aids at 10 weeks and I asked if we would need to learn sign language, but we were told, ‘Oh no, don’t worry, you don’t need to.'”
Hearing aids are amazing says Katie, but there can be certain situations where they might not work as well, such as loud and busy environments, so she decided to learn to sign. But she was shocked that, in many cases, families were having to pay for the courses.
“I have a friend, her little boy is completely deaf, he can’t wear hearing aids or a cochlear implant,” says Katie. “She’s managed to secure some funding. Her son will only be able to use BSL and her family has spent thousands – he’s two. Everybody needs communication and why does it have a price tag?”
A spokesperson for the Department for Education in England said: “Many local authorities will already fund sign language lessons for parents of deaf children, and we provide funding for a range of British Sign Language qualifications through our adult education budget and advanced learner loans.”
A spokesperson for the Scottish government said work was under way to develop a new BSL national plan, adding that it provided annual funding to the NDCS which has supported opportunities for families to learn the basics of BSL.
A Welsh government spokesperson said BSL was included in the curriculum for Wales alongside Welsh, English and other languages and there is “guidance for supporting progression in BSL for deaf BSL users as well as allowing schools to introduce BSL to other learners”.
In Northern Ireland, the Department for Communities said it was committed to introducing sign language legislation which includes “provision of free family sign language BSL/ISL (Irish Sign Language) classes to deaf children, their parents/guardians, siblings and grandparents”. But it added that executive approval was required for the legislation to pass – and the executive is not currently functioning.
When the music fell silent in the middle of her couple’s choice dance on Strictly Come Dancing, Rose wanted the moment to encapsulate how joyful it is to be deaf.
Since her victory, and the visibility of her interpreter on screen alongside presenters Claudia Winkleman and Tess Daly, attitudes towards sign language have been changing.
In 2022, the British Sign Language Bill was passed, recognising BSL as an official language of England, Scotland and Wales. The Department for Education in England says it is working towards a new BSL GCSE qualification, which will be available in schools from September 2025.
A spokesperson for the Scottish government has also said that the General Teaching Council is working with the University of Edinburgh on the development of an undergraduate degree in Primary Education and BSL, which “would lead to graduates qualifying as primary teachers with enhanced BSL skills”.
In February 2023, Rose was nominated for an Olivier award for her creative signing in a production of Shakespeare’s As You Like It in the West End of London.
“I never overcame my deafness and I’m so glad I didn’t, because I don’t think I would be at the Oliviers if I didn’t celebrate my identity,” she says.
“It is amazing to have this recognition, but more needs to change, sign language should be a right not a privilege. Society needs to accept that this is our language and it should be freely available to all who need it.”

Prior to joining Strictly, MP Rosie Cooper, whose parents were both deaf, had introduced a bill into Parliament asking for BSL to be legally recognised. Rose meets with her to discuss the misconceptions and attitudes that many faced then and now. Rose reflects on what it meant for her to grow up deaf, in discussion with her parents, the advice given to them from diagnosis, and questioning if anything has changed for those growing up deaf now. Rose meets deaf language expert Dr Kate Rowley and tests her own language abilities, raising questions about the role of sign language in her formative years. She is introduced to Katie and her son Alvie, who were advised not to learn sign language and who has since started a petition to encourage the UK government to make it more accessible.
She also meets a charity that teaches deaf children to speak. Rose explores how technology plays a role in the lives of deaf people and asks whether the hearing world focuses too much on technological fixes and too little on encouraging sign language.

A university engineering student born with missing fingers has invented a prosthesis designed to fit any hand, young or old.
Luke Cox, 26, from Grantham, created it for his final-year project at Staffordshire University.
Its design means it could be worn throughout childhood, he said, unlike many others, potentially saving families thousands of pounds.
Mr Cox said he felt “proud” to have made something that could help others.
The student was born with Ectrodactyly, which means he has missing fingers on his right hand.
While he does not use a prosthesis himself, he said he was inspired to develop one by the cost and limitations of existing devices.
“Knowing what it’s like to grow up with a disability, you [have] that empathy,” he said.
“Top end prostheses, with electric devices that use muscle signals, can cost around £100,000. Even the more basic body-actuated models can be up to about £4,000.”
Mr Cox’s 3D-printed model cost him £19.97 to produce.
Since his design is mouldable in hot water it can conform to any size of hand. The finger modules are removable and can be upgraded to a larger size.
“Children have to update their devices two times a year, which is quite expensive and it’s also quite wasteful,” he said.
“If you’ve got one prosthesis you can have throughout your whole childhood, that’s going to make a big difference.”
The final prototype has received positive feedback from industry experts, Mr Cox said, adding he planned to seek advice on pushing it to market, though did not know how much the device might retail for.
“I’ve made something physical could help people in the real world and knowing that I’ve made something like that does make me feel quite proud, I suppose.”

Teenager Arrives At Berkeley Prom With Bike Convoy
An autistic teenager, who once struggled to fit in, has now had her prom dream come true.
Lia Filby from Gloucestershire, who defied her doctor’s predictions by finishing all her GCSE exams, had wanted to arrive at the event escorted by a convoy of motorbikes.
“I want to impress people. My friends are going in cars, but I want a whole motorcycle escort,” Lia said.
“I want all the popular kids to go,’Wow!'”.
Lia is about to leave mainstream schooling after her studies, something her family might never have believed was possible.
At the age of three, when she was non-verbal, they were told she would require life-long care.
But after undertaking speech and language therapy, she proved her doctors wrong.
“She has done amazing,” Ms Filby’s mum Linsey said.
Lia has also faced many other challenges – she lost her dad at a young age and at the age of 10, she developed alopecia from stress.
“In year seven, I had to hide who I was, and I wanted to be normal,” Lia said.
“Until I was like, ‘I am so bored, nothing interesting goes on in my life, let me just turn into actually myself’.
“Since then, everything has gone uphill, I’ve got a lot more friends now, it seems like being myself as gained me popularity.”
As she arrived at the prom, Lia was greeted by her best friend, before joining the evening’s celebrations.
Swavesey Boy, 7, Leads Fundraising Campaign For Hero Arm
A boy who was born without a right hand has been leading a fundraising campaign for a robotic arm, so he “can do stuff other children can do”.
Seven-year-old Louie Morgan-Kemp, from Swavesey, Cambridgeshire, said the so-called “Hero Arm” would “make me have more confidence”.
The 3D-printed prosthetic limb, built by Open Bionics, costs £13,000.
Louie’s mother, Hannah Morgan, said: “I suppose it’s stuff we don’t think about that we take for granted.”
Ms Morgan, 32, a teaching assistant, said Louie wanted to be able to pour his own drink without spilling it, to carry objects in two hands and not have to balance items against his chest.
“He’s always been really resilient and he’s made most things work one-handed or he’s found his own way to do things, but he was meant to be right-handed,” she said.
“When he went to reach for things, he went with his right hand which obviously he hasn’t got.”
She said they had tried “loads of different prosthetics, NHS ones, charity-funded ones”, but none worked for him.
“The NHS one was like a mannequin hand that didn’t do anything and the charity ones were quite heavy for him,” said Ms Morgan.
She told how Louie was “amazed” after seeing the Hero Arm at a roadshow last month.
It features multi-grip functions and wrist rotation, with special superhero sleeve covers for children.
The family enquired about the arm when Louie was two years old, but were told he would not qualify until the age of seven.
Ms Morgan said: “He [Louie] said, ‘I’ll be able to hold two things with two hands and be able to do stuff that other children do’.”
Football fan Louie, who supports Ipswich Town and Tottenham Hotspur, also plays for a local team, coached by his father Scott Kemp.
More than £2,000 of donations have been pledged since the “Lend Louie A Hand” GoFundMe campaign began on Friday.

Disability rights campaigner Heidi Crowter has set a world record for identifying the most celebrity birthdays in three minutes.
The 27-year-old recalled 70 in under 180 seconds, from Queen Victoria to pop star Shakira.
Her achievement came under a Guinness World Records initiative allowing reasonable adjustments for attempts to better include those with a disability.
Ms Crowter said she had been “writing a birthday list and practising a lot”.
Under the rules, her mother Liz would call out names from a randomised list of 100 celebrities and she was asked to identify the correct birthday – day and month.
Ms Crowter said she loved “sharing my joy of birthdays with people” and was “feeling very proud of myself”.
“If I can set a world record, I know that means I can do anything I set my mind to,” she said.
The records organisation announced her achievement at the start of Learning Disability Awareness Week.
Ms Crowter’s record – the most celebrity birthdays identified in three minutes (II) – was achieved under Guinness World Records’ new impairments initiative, developed alongside Mencap, in the intellectual impairment (II) category.
The charity said she recalled the birthdays, “from Queen Victoria and Margaret Thatcher to Brad Pitt and Shakira, without hesitation”.
She was described by Guinness World Records as a Mencap “myth buster” who wanted to challenge misconceptions about learning disability and to campaign for change.
Last month, the 27-year-old, who has challenged legislation allowing foetuses with Down’s syndrome to be aborted up until birth, said she was taking her case to the European Court of Human Rights.
In November last year judges at the Court of Appeal decided the Abortion Act did not interfere with the rights of the living disabled.
Under legislation in England, Wales and Scotland, there is a 24-week time limit for abortion, unless “there is a substantial risk that if the child were born it would suffer from such physical or mental abnormalities as to be seriously handicapped”, which includes Down’s syndrome.
Ms Crowter said she was taking her case to the Strasbourg court “because it is downright discrimination that people with disabilities are treated differently”.
Hundreds of volunteers are sought for a major summer sporting event for blind and partially sighted athletes.
The 2023 International Blind Sport Federation (IBSA) World Games runs for 10 days from 18 August.
Organisers expect the games, held in venues across the West Midlands, to be the largest ever UK sporting gathering of its kind.
“[It] has the potential to be a real watershed moment,” said Sallie Barker from British Blind Sport.
“This event will not only help provide the stage for the world’s best blind and partially sighted athletes to showcase their talents, but it will also inspire other blind and partially sighted individuals to take advantage of the pathways into sport and opportunities to volunteer,” she added.
About 1,250 competitors from 70 countries will participate in sports such as archery, powerlifting and tennis, with judo, football and goalball tournaments being held as qualifying events for the 2024 Paralympics.
The summer event marks the first time the World Games has been hosted in the UK.
More than 400 volunteers are needed for tasks such as helping with classification, assisting athletes and spectators, and creating media content.
Venues are primarily Birmingham-based, including the University of Birmingham’s Edgbaston campus, but athletes will also compete at Coventry Building Society Arena, the University of Wolverhampton’s Walsall Campus, and in Warwick.
“Birmingham is a proud sporting city as we saw when it successfully hosted the Commonwealth Games last year, and there are so many volunteering opportunities for people in the community to be part of another great festival of sport,” said Ms Barker.
Power of People Ltd, which is managing the volunteer programme on behalf of Sport Birmingham, said it was looking for volunteers available for six shifts or more throughout the duration of the event.

A committed campaigner for the deaf community has been named in the King’s Birthday Honours List.
Paul Kirby, 50, of Blandford Forum, Dorset, has been awarded a British Empire Medal (BEM) for services to health and social care.
Mr Kirby, who is deaf himself, spent 25 years as a teacher for British Sign Language (BSL).
Elsewhere in Dorset, Paralympian Lucy Shuker has also been awarded a BEM for services to sport.
The 43-year-old, who grew up in Three Legged Cross, is one of Britain’s most successful wheelchair tennis players, winning three Paralympic medals for Great Britain.
Mr Kirby has worked as a care manager at a charity for deaf adults and children.
He has also been the chair of the Disability Equality Network at the Care Quality Commission (CQC) for the past four years.
Mr Kirby says he is trying to bridge the gap between the deaf community and the CQC – where he currently works as an adviser.
“I’ve only just started and I will keep going to ensure that BSL users have access to services,” he said.
When he opened the letter informing him of his honour, Mr Kirby said he felt an immense “sense of pride”.
“It felt that I can show the community that BSL has a purpose here. Although my voice is not enough, as long as I can share my knowledge and experience with others for them to take it and pass it on.
“I’ve seen the history of deaf people struggling. I am trying to open the door for them to feel accepted in the community.”

British Sign Language GCSE
Students will soon be able to study British Sign Language (BSL) as a GCSE following a consultation into the course content.
Good communication is essential both inside and outside the workplace and this new GCSE will give students a vital life skill valued by employers.
The introduction of the new GCSE is in part thanks to 17-year-old, Daniel Jillings, who has campaigned for the qualification since the age of 12.
As well as being the focus of an Award-winning documentary film, Daniel recently addressed more than 20 MPs in his first language, BSL.
Here’s what you need to know about this new and historic qualification.
What will be on the BSL curriculum?
As part of the GCSE, students will be taught around 1,000 signs and how to use them to communicate effectively with other signers for use in work, social and academic settings.
The GCSE assumes no prior knowledge of BSL but will be accessible for students who use it as their first language.
We have also been working closely with subject experts, stakeholders, exam boards and schools to develop proposed content to ensure that this new GCSE is internationally recognised and accepted in school and college performance tables.
However, we are now seeking views on the new qualification, including the language skills to be studied and the role of history, from teachers, employers and the deaf and hearing communities before deciding on the exact curriculum.

When will the GCSE be available?
We intend for the BSL GCSE to be available to teach in schools from September 2025.
The BSL GCSE has been in development since 2019 but was delayed due to the pandemic.
Qualifications do take time to develop from scratch. Once the subject content has been finalised post-consultation, any exam boards that choose to offer the GCSE need time to develop a full specification.
Specifications must be reviewed and accredited by Ofqual before schools and colleges are able to teach them.
Schools also require time to prepare for the introduction of new qualifications, including planning any timetable changes and ensuring teachers have the support they need to teach them. This is why it is our intention for the new BSL GCSE to be taught in schools from September 2025.
What are the benefits of studying BSL at GCSE?
British Sign Language was recognised in law as a language of Great Britain in the BSL Act (2022), and the new GCSE will be key to helping inclusivity within education.
The study of BSL will help students to develop ways of expressing and negotiating meaning through visual spatial language, communication and visual memory skills that will be an advantage to them for the rest of their lives.
As well as learning how to sign effectively, the GCSE will also give students an understanding of the history of sign language in the UK. This will provide a solid foundation for students’ understanding of how the language has reached its current form.
Who can take the BSL GCSE?
Any student, of any age, can take the GCSE, either through their school or college, or entering as a private candidate.
Will it be part of the national curriculum?
Studying BSL is not part of the National Curriculum, however, schools are able to teach BSL to their students if they wish.
While it is optional, we are confident that its introduction will encourage more schools to teach the subject more widely.

A state-of-the-art wheelchair buggy, designed to affix to wheelchairs and help parents safely transport their children, has won Bolt Burdon Kemp’s Design the Change competition.
The competition, in its third year, is intended to raise awareness of the day-to-day challenges facing people with spinal cord injuries and how innovative designs can make a real difference.
The competition invites UK-based university students to design a product aimed at improving the lives of people with a spinal cord injury. Law firm Bolt Burdon Kemp, which supports people with spinal cord injuries, was looking for a design which was both unique and practical.
Winner Tom Baker, 23, a third year Product Design student from Sheffield Hallam University, designed the wheelchair buggy which comprises of a lightweight collapsible frame, offering wheelchair users independent and secure travel with young children utilising existing wheelchair and infant seat fixings, for universal use with non-adapted products. Through Tom’s research he realised that many wheelchair users rig up DIY contraptions so they can push conventional pushchairs. His research revealed there are around 4,000 UK parents living with a spinal cord injury, and many more parents who are wheelchair users who could benefit from this product.
Tom wins £3,000, with an additional £2,000 being awarded to Sheffield Hallam University. Design the Change is supported by Bolt Burdon Kemp’s charity partner Cerebra which works to improve the lives of children with neurological conditions. Part of the charity’s work is to design bespoke equipment to meet families’ needs at their innovation centre and as part of his prize, Tom will have a week’s placement at the centre in Wales next year.
Victoria Oliver, head of the spinal injury team at Bolt Burdon Kemp, said: “The standard of entries this year was so high but Tom’s wheelchair buggy really blew the judges away. Through careful research and speaking to a wide range of people, Tom was able to identify the issues facing parents with a SCI and come up with a genuinely innovative and useful product which could benefit many.
“According to research carried out by the Spinal Injuries Association it is estimated that there are more than 50,000 people living with a spinal cord injury in the UK. Every four hours, through accident or illness, someone is paralysed by a spinal cord injury. Adults, children, men, women; everyone is potentially at risk.
“A spinal cord injury is a life changing event that makes even the most mundane of tasks time-consuming and a challenge. Yet despite the increasing number of people living with a spinal cord injury in the UK, not enough is being done to make the world in which we all live accessible.”
Winner Tom Baker said: “I’m delighted that my project to enable individuals with a spinal cord injury to travel with an infant safely and independently, has been recognised with this award.
“During my research for this project, I learnt that the work which Cerebra and The Spinal Injuries Association do is crucial in making the world a more accessible place for those who have suffered a spinal cord injury. I’d like to thank Bolt Burdon Kemp for setting the design challenge and endorsing.
“The support I received from the Product Design Department at Sheffield Hallam University was exceptional and I’m pleased that they will share the prize with me.
“I am thrilled that my project has been chosen as the winning design and thank all those involved in supporting me and this inspiring initiative.”
Andrew Marsh from Sheffield Hallam, added: “Tom engaged with a wide range of experts and potential product users to gain valuable insights into the realities of being a parent with an SCI. His buggy proposal is both highly innovative and commercially viable. By utilising existing baby seats, he has managed to develop an affordable and user-friendly way for wheelchair users to travel with their children, where it may have otherwise been prohibitively difficult or unsafe.
“BBK’s Design the Change competition really encourages design students to look more closely at accessibility and adaptive design, which they will take into their future careers, contributing to a more inclusive society.”
Thomas’s design was judged by a panel of experts: Dr Ross Head, Product Design Manager for the Cerebra Innovation Centre, Ian Hosking, club chairman, vice coach and player for Stoke Mandeville Wheelchair rugby club, Davey Jose, Ambassador to the charity Stoke Mandeville Spinal Research, Lady-Marie Dawson-Malcolm, Support Network Officer for the Spinal Injuries Association and Claire Martin, Trustee for the Spinal Injuries Association.
Commenting on the winning design, Dr Ross Head, Product Design Manager for the Cerebra Innovation Centre, said: “I loved Tom’s design work, creativity and working prototypes. I think it represented a very well-rounded design student; from great user-guided research through to real-world testing, Tom’s project covered all bases, was well presented and detailed. It was, as usual, a very tough job to decide a winner amongst so many great project ideas and so much hard work that was presented. I wish the very best to all of the contestants and thank them very much for their submissions and for stimulating such an enjoyable debate to find a winner! It was a super fun day, and thank you to Victoria and the team for so generously hosting us and making us feel so welcome in London. I look forward to next year already!”
Lady-Marie Dawson-Malcolm added: “Design the Change initiative is a great way for budding engineers to think outside the box. The 2023 submissions were of a very high standard and choosing the winning design was tough! The winning design will reach across all sections of the disability community and not just SCI! I was delighted to be asked to be one of the judges on this year’s competition”.
Ian Hosking said: “I liked Tom’s thought process. It appeared he had tried to put himself in the position of a chair user. He made a prototype and went to a mobility showroom, to look at high end chairs (the fact he even knew that not all wheelchairs are the same was a big ’tick’). I was impressed with how he considered the pricing of his invention and how it would be handled by each user (i.e. from being attached to a wheelchair, to being in the car’. All of this together made it a fairly easy choice that his design was the best.
“I enjoy judging this competition, to see what the country’s next generation of designers can do, to aid the life of the SCI community.”

Almost half a million callers to the PIP helpline in the month of April were deliberately disconnected by the DWP before they could even wait in a queue, a freedom of information request by Benefits and Work has revealed. The proportion of calls cut-off before entering the queue is now greater than the proportion who even get to wait for an hour or more before giving up or getting disconnected.
In May, we asked the DWP to tell us the number of calls made to the PIP Enquiry Line on 0800 121 4433 and the number of these which were blocked, for the last three months for which the statistics are available.
The DWP provided us with the following statistics:
February

The DWP went on to argue that:
“Personal Independence Payment has experienced unprecedented levels of new claims from customers in recent months and as a result we have seen increased call traffic.
“The blocked call figures relate to the enquiry line only and does not impact customers being able to make new claims or raise a dispute.
“We are currently in the process of recruitment [sic] additional resource into telephony so that we can increase the number of calls answered and prevent blocked calls. Although blocked calls relate
to customers unable to join the queue this figure is significantly increased by customers dialling the number multiple times.”
However, whilst claims are at record levels as the DWP says, the number of new claims in the quarter to April 2023 is only up by 20% on the number of new claims in the quarter to April 2022.
This stops well short of being “unprecedented”.
Moreover, whatever the explanation for the increase in calls, it seems that the DWP put 100,000 fewer callers in the queue in April than they did in March. This suggests that the department is dealing with fewer callers as volumes increase, not more.
The worry is that the DWP is now in a downward spiral of increasingly awful customer service.
Forms are not being sent out, letters are not being acknowledged, changes of address or bank details are not being recorded and claimants are being left many months with the horrible uncertainty of not knowing the result of their award review. All this results in a continual increase in the number of desperate callers to the PIP helpline. And amongst them all are the claimants whose health conditions have changed, but who cannot pass on that information or receive the increased award they may be entitled to.
And what these statistics don’t tell us, but we will now attempt to discover, is how many of the callers in the queue ever get answered.
Readers only need to look at some of the many hundreds of comments on our PIP Enquiry Line page to realise the intense distress that this utter failure of service by the DWP is causing to people who simply want to ensure that they meet their responsibilities as claimants.
