Same Difference 
as this happened in the uk look up safeguarding of vunerable adults, they are supposed to have covered that in there training, somehow I don’t think so or not to a satisfactory limit, the whole complaints procedure needs revamping to a independent one such as PALS, this is what is needed and also mandatory reporting to the regulating bodies
